The Government of Canada, through Public Services and Procurement Canada (“PSPC”), engaged the services of Bruce Reynolds and Sharon Vogel and their legal team at Singleton Urquhart Reynolds Vogel LLP (“Singleton Reynolds”) in order to conduct an expert review which included a series of stakeholder engagement sessions and the development of a recommendation package for the federal government regarding promptness of payment and adjudication in relation to federal construction projects (the “Federal Review”).

The Federal Review will proceed as follows:

  1. Our first phase began with the finalization of a complete stakeholder list, and the issuance of the information package (the “Information Package”) on February 21, 2018 which is available here.
  2. The second phase included 55 stakeholder engagement sessions with over 500 participants across Canada (the “Sessions”). The Sessions took place between March 6 and April 25, 2018 and resulted in positive dialogue at all levels of the construction industry. Twelve formal submissions were received from stakeholders as well as a variety of letters of support from local associations or member associations for submissions made at the national level.
  3. The final phase included the development of a recommendations package (in the form of a report titled Building a Federal Framework for Prompt Payment and Adjudication) which was delivered to PSPC on June 8, 2018 (the “Report”).
